Abstract

Dr. Chang -- whose prior experiences include Far East and European aviation experience, U.S. Department of Defense in the Far East, Asia, instructor for numerous airline flight crews, and a Federal Aviation Administration (FAA) Designated Pilot Examiner (East and South East Asia) -- has served this country as an FAA Official for the last twenty-eight years. In that time he has been posted to such places as: Fairbanks, Alaska; Seattle, Washington; Seoul, Korea; Tokyo, Japan (US Embassy); the U.S. Territory of Guam (Polynesia, Micronesia, Melanesia, and Indonesia); Jeddah, Kingdom of Saudi Arabia (US Embassy); and currently, Los Angeles, California. In addition, Chang has earned many technical certificates of qualification, including the following: Airline Transport Pilot; Jet

Transport Type Ratings, Flight Engineer (turbojet), Aircraft Dispatcher, Helicopter, single, and multi- engine land and sea planes, Flight and Ground Instructor - advanced and instrument (single & multi-engine), and Glider and Balloon Pilot.

Dr. Chang has also undergone extensive education in a variety of areas. He received his first Masters, an M.S. in Human Relations, from the University of Oklahoma in 1983. Shortly after, in 1984, he graduated from the Air War College. Then a year later, in 1985, he graduated from the National Defense University in National Security Management, thus joining the ranks of the Association of the Industrial College of Armed Forces. In 1987 he received his second Malsters, an M.S. in Education, from the University of Southern California and later received his Ph.D. in Public Administration from the University of La Verne. These educational experiences have helped to provide a valuable foundation for all his other appointments.

One of those appointments was as Chief of FAA Mission, Saudi Arabia between July 1987 and June 1992. In this position, he was responsible for developing a workable plan and timetable for Saudiization of the Kingdom’s airline operations and maintenance inspection activities for the Presidency of Civil Aviation (PCA). This effort led to the drafting of a Technical Assistance Master Plan (TAMP) for FAA/Civil Aviation Assistance Group (CAAG)Kingdom of Saudi Arabia. TAMP was later adopted by the United States Department of Transportation, FAA and the kingdom of Saudi Arabia, PCA. This document has since become the principal integrated master plan for all future PCA Saudiization efforts in Saudi Arabia.

During his tenure, Dr. Chang also implemented the Aerospace/Airways Science College Degree in the Kingdom of Saudi Arabia as an innovative approach towards self-sufficiency. In addition, he was a member of the US Embassy/Ambassador’s Advisor Team during Desert Shield as well as Operation Desert Storm.

In his position as Chief of FAA Mission, Saudi Arabia, Dr. Chang was the recipient of many honors and awards including the following: Federal Executive Board Self-Development award in 1986, Order of Merit of the Kingdom of Saudi Arabia in 1991, and the Federal Executive Board Outstanding Achievement in 1992. Finally, for his contributions and participation in Operation Desert Shield/Storm, he received a note of appreciation from President George Bush in 1992. Dr. Chang is now with Flight Standards in the Western Pacific Region of the FAA. Being qualified to instruct in multi-academic disciplines, in particular Human Factors and Systems Safety Engineering, he has concurrently worked as an adjutant professor at California State University (Los Angeles), National University, and Embry Riddle Aeronautical University. Currently, Dr. Chang lectures at the University of Southern California.
